Projects of this size are extremely complex. It’s unlikely the fault lies exclusively with any single party. Still, it seems pretty clear that whatever the causes and reasons, Oracle failed to deliver. Technology services contracts that I’ve been involved in over the years lead me to believe that Oracle owes Oregon a refund of a pretty big chunk of the fees paid to them.
